Panel 1 - Beneficial Ownership Transparency: Canada, the EU and Enablers

While beneficial ownership transparency has been lauded as a key ingredient in thwarting corruption and preventing corporate vehicles from being used to launder illicit funds, its implementation has faced numerous obstacles around the world.

This panel examines how we got to where we are in Canada and the EU and the path forward in both jurisdictions. It will also discuss the role that professional intermediaries play in upholding secrecy or driving for change.

    Paquet is Director and Chief Executive Officer of FINTRAC. As the head of Canada's financial intelligence unit and anti-money laundering and anti-terrorist financing supervisor, she is responsible for ensuring the Centre facilitates the detection, prevention, and deterrence of money laundering, terrorist financing, and threats to the security of Canada. In addition to leading FINTRAC, Ms. Paquet is the Chair of the Egmont Information Exchange Working Group, which is focused on improving information sharing among the world's financial intelligence units.

    Before joining FINTRAC, Ms. Paquet held numerous leadership positions across the federal public service over the past 20 years. From 2018 to 2020, she served as the first Executive Vice-President at Shared Services Canada, providing leadership to the organization as it modernized the Government of Canada enterprise IT infrastructure and enabled digital services to Canadians.

    Ms. Paquet attended the University of Ottawa, earning her Civil Law degree in 1993 and her Common Law degree in 2001. She serves as the Deputy Minister Champion for the University Ottawa and is focused on strengthening the relationship between the University and the Government of Canada, as well as facilitating student recruitment and enhancing student mental health. In 2021, Ms. Paquet received the Award for Commitment to the University, recognizing her as an outstanding alumna who has distinguished herself through her philanthropic activities for the University.

    Ms. Paquet is also a strong advocate for women in Science, Technology, Engineering and Mathematics (STEM) and an inspiring speaker on the topics of leadership, innovation and inclusion.

    Bonnie Lysyk became the 13th Auditor General of Ontario on September 3, 2013, after having previously served as Provincial Auditor of Saskatchewan, and Deputy Auditor General and Chief Operating Officer of Manitoba. She completed her 10-year term as Auditor General of Ontario on September 3, 2023.

    Lysyk has held senior positions in both the private and public sectors during a 35-year career spent in three provinces. She has extensive audit, finance, risk management and governance experience.

    A native of Winnipeg, Lysyk obtained her designation as a Chartered Accountant while working with Coopers & Lybrand (now PricewaterhouseCoopers). She holds an MBA and obtained the ICD.D designation from the Rotman School of Management, University of Toronto. In 2017, she was named Fellow of the Chartered Professional Accountants of Ontario and in 2020 was presented with the Distinguished Leader Award by the Goodman School of Business of Brock University for inspiring the next generation of business leaders.

    Over the years Lysyk has actively participated in many professional and volunteer not-for-profit organizations. She has also taught auditing courses in Toronto and overseas.

    Adam is a founding partner of Templeton Research, a research firm that focuses on integrity due diligence, investigations and strategic advisory engagements. He has over a decade of experience in business intelligence and investigations, and has worked extensively with government and private sector clients to tackle issues related to money laundering and corruption. Adam began his career as an investigative researcher for leading anti- corruption and human rights organizations in the UK and Asia. He is the author of several ground-breaking reports for Transparency International Canada on issues related to opaque ownership and money laundering risk, and has been an active member of TI Canada’s Beneficial Ownership Working Group.

    Sasha Caldera is the Beneficial Ownership Transparency Campaign Manager at Publish What You Pay Canada. Since 2017, Sasha has been managing a coalition of three civil society organizations and leading policy discussions with public servants at Finance Canada and Innovation, Science, and Economic Development Canada. Sasha has developed relationships with elected officials and regularly lobbies federal, provincial, and territorial ministries to advance Canada’s commitment to implement a world-class beneficial ownership registry. He is also registered as an in-house lobbyist.

    Sasha brings 13 years of NGO experience, including co-founding his own non-profit organization, and 10 years of policy, advocacy, and government relations experience. Sasha’s current advocacy efforts have resulted in policy and legislative commitments in British Columbia (2019), Quebec (2020), and at Canada’s federal level (2021, 2022, and 2023). He has also appeared as a witness at the House of Commons Standing Committee on Finance and the Standing Committee on Industry.

    Louise Russell-Prywata is Deputy Executive Director at Open Ownership, a non-profit driving the global shift towards transparency and accountability in corporate ownership and control.

    Louise joined Open Ownership in 2018 to manage technical assistance to governments implementing beneficial ownership transparency reforms, and then established and led its policy and advocacy function. Louise has over 15 years’ experience working across governance, anti-corruption, international development and the broader non-profit sector, most recently spending five years with Transparency International UK. She is a Senior Atlantic Fellow at the London School of Economics, where her research interests include elite networks of financial influence and the role of company ownership data in tackling transnational governance issues.

  • Jacqueline is co-lead of Blakes Financial Services Regulatory group. Her practice focuses on all aspects of regulatory compliance in the retail financial services and payments industry at both the federal and provincial levels. She provides advice to regulated financial institutions and non-bank institutions, money services businesses, foreign exchange dealers, mobile payments service providers, digital currency exchanges, crypto currency exchanges and others. She has extensive experience providing advice in respect of Canada's anti-money laundering and anti-terrorism financing legislation as well as Canadian sanctions legislation.

Panel 2: Artificial Intelligence

  • Bahar is a Partner in Deloitte’s Financial Crime Practice and the national Anti-Money Laundering (AML) leader. Bahar has significant experience assisting regulated entities with assessing and transforming their AML programs and controls from strategic design to implementation.

    Working in the cross-section of technology and risk management, she has assisted with delivering complex, cross-functional programs to enhance risk detection and monitoring capabilities, design and refresh operating models, and implement financial crime technology. She has also led large-scale Know-Your-Customer and Transaction Monitoring reviews, and globally coordinated investigations consisting of multiple workstreams, including data analytics, governance and operations strategy.

    Bahar holds a Bachelors of Arts (Honours) degree in Political Studies and Economics from Queen’s University and a Master of Science degree in International Relations from the London School of Economics.

  • Wen-Chi leads the Risk, Insights, and Optimization team in the Enterprise Anti-Money Laundering (EAML) Division at CIBC. The team is (i) the centre of excellence for optimization activities in EAML; (ii) responsible for transaction monitoring and name screening strategies and solutions; (iii) supports change management activities; and (iv) provides insights on EAML’s operations and money laundering/terrorist financing/sanctions risks. Previously, he led EAML’s Governance, Programs and Advisory teams upon joining CIBC.

    Wen-Chi has over 15 years of AML experience from working at different organizations in both Canada and the U.S. Prior to joining CIBC, he led teams at TD responsible for AML Risk Assessment, AML Testing and the tuning and optimization of transaction monitoring, client risk rating, and name screening applications. Wen-Chi started his AML career at a bank in New York City before joining one of the Big Four Firms to provide AML and Sanctions advisory services to financial institutions.

    Currently, Ivan leads several regulatory advisory responses with global bodies and international banks regarding reviews, digital program responses, and meeting regulatory obligations. Ivan served as the Financial Crime Practice Leader for PwC Canada. Prior to joining PwC, Ivan was an APAC regional leader of financial crime and global technology platform leader based in Hong Kong and China.

    While in Hong Kong / China, he was the MLRO / compliance officer responsible for the HKMA and SFC. Ivan led advisory and action for the Minister of Finance of the People’s Republic of China in AML National Supervisory Ordinances and FATF review in China and Macau. He was the Lead Partner for Financial Crime in Australia and held a similar designation in Canada, inclusive of the CAMLO and advisory services to FINTRAC.

  • Paul currently leads RBC’s Financial Crimes Risk Strategy Group where he is responsible for identifying opportunities and developing strategies to optimize RBC’s financial crimes program.

    His experience spans both the public and private sector where he has held increasingly senior roles in analytics, technology, and risk strategy. Starting his career as a data scientist, Paul has seen the evolution of AI and Machine Learning in the intelligence and financial crimes industries. He has in-depth experience developing governance and generating value from a wide variety of analytic capabilities.

    Paul holds a BSc(H) and GIS Certificate from Queen’s University and Graduate Diploma from the Harvard Extension School.

    Jennifer A Quaid, B Soc Sci (Econ) (Ottawa), LL.L/LL.B. (Ottawa), LLM (Cantab), LLM (Columbia), PhD (Queen’s), is an Associate Professor and Vice-Dean Research in the Civil Law Section at the University of Ottawa’s Faculty of Law where she teaches criminal law, competition law and business law.

    An internationally recognized legal expert and scholar, Prof. Quaid researches and publishes on topics that explore the unique enabling role that business organizations play in creating the conditions for serious criminal and regulatory offences to occur. Her current research projects focus on three areas: (1) organizational sentencing; (2) non-trial resolutions for economic crime and general anticorruption law; and (3) competition law, market regulation and the digital economy.

    A member of the Bars of Québec, Ontario and New York, Prof. Quaid practised law for several years, first with the federal Department of Justice and then in private practice for a leading New York firm before joining the academy. She clerked for the Honourable Frank Iacobucci of the Supreme Court of Canada. Prof.

    Quaid is a Senior Fellow at the Centre for International Governance Innovation (CIGI). She is also a member of Transparency International Canada and is the current Chair of its Legal Committee. She was a member of the Board of Governors of the University of Ottawa from 2018-2021.

  • Anthony Cole’s practice focuses on financial crime investigations and compliance, with a particular emphasis on anti-corruption, anti-money laundering, fraud, and economic sanctions matters. He is the national co-leader of Dentons’ Fraud and Asset Recovery group. Anthony is recognized as one of Canada’s leading lawyers in the area of anti-corruption, and he has represented clients in precedent-setting cases, including in the context of criminal investigations, forfeiture proceedings, and international arbitrations.

    Notably, Anthony acted as counsel for Ultra Electronics Forensic Technology in His Majesty the King v. Ultra Electronics Forensic Technology, Inc., and led the successful negotiation of the first ever Remediation Agreement (Deferred Prosecution Agreement) in Canada on a case involving offences under Canada’s Corruption of Foreign Public Officials Act. Anthony is dual-qualified in Canada and England and Wales.

  • Sgt Jason Cabana is a senior investigator with RCMP. He is currently assigned to the Sensitive International Investigation Unit where he manages multiple teams conducting international anti-corruption investigations. With over 10 years leading Financial Crime Investigations, Sgt Cabana has gathered extensive experience in Money Laundering and anti-corruption investigations.

Panel 4: Reconstruction of Ukraine

  • Alesia Nahirny is Counsel at Department of Justice. Alesia was previously overseeing financial crimes risk for Scotiabank including anti-money laundering, sanctions, fraud and anti-bribery and corruption risks as well as providing advisory services on sanctions regulatory requirements and leading the development and execution of strategy relating to sanctions risk assessment of new products and initiatives. She has more than ten years of professional experience having worked as the Executive Director of Transparency International Canada, the Department of Justice Canada, and Organization for Security and Cooperation in Europe.

    Alesia obtained her law degree from the University of Ottawa and has a Bachelor’s in International Relations and Peace and Conflict Studies and a Master’s degree in anti-corruption from the University of Toronto.

  • Lindsey is OCP’s Director for Data and Engagement. As part of the senior management team, she helps to direct OCP’s strategy and organizational stewardship.

    Lindsey leads OCP’s engagement with country implementers and international institutions, oversees our technical assistance to partners, and manages our data team as well as the OCDS helpdesk. She also oversees our research & guidance portfolio and is responsible for the Open Contracting Data Standard (OCDS) and its related tools.

    In her work, Lindsey advises on legal and policy reform to implement open contracting and supports the co-creation of tools, methodologies, and feedback loops to ensure that open contracting delivers impact. Lindsey is a lawyer who previously worked with the World Bank, the International Centre for Settlement of Investment Disputes, and in private practice in Canada.

  • Iaroslav has undertaken programs in European integration, international law, and public management at various institutions abroad, including Riga Graduate School of Law (Latvia), University of Tartu (Estonia), Lee Kuan Yew School of Public Policy (Singapore), Arbitration Academy (France), and others.

    At NACP (National Agency on Corruption Prevention), Iaroslav is responsible for several key areas, which include: Establishing integrity within the realms of security and defense and local public authorities, following best practices and international standards set by OECD, EU, and NATO.

    Developing the framework for whistleblowers, promoting transparency, and protecting those who expose wrongdoing. Conducting anti-corruption assessments and mitigating corruption risks across various sectors, particularly during reconstruction efforts. Additionally, he serves as the National Coordinator for Ukraine's collaboration with NATO in the field of integrity-building and holds the position of National Coordinator for the implementation of the Istanbul Action Plan to combat corruption.

  • Mr. Potichny is the President of Zhoda 2001 and the Director of Zhoda Investments whose shares are traded in Sweden. Zhoda invests in select unlisted European ventures and has projects related to oil and gas in Ukraine and wineries in Croatia. He has written several reports and publications relating to oil sands and bitumen extraction processes.

    In 2021, he was re-elected as President of the Canada-Ukraine Chamber of Commerce. CUCC is a non-profit association involved in establishing and fostering Canada-Ukraine bilateral business relations.

    The Canada-Ukraine Chamber of Commerce is recognized by all levels of government in Canada and Ukraine, by the business community in both countries, and by the public in general as the facilitator agency of choice for establishing, maintaining, and monitoring bilateral business relations, trade, and investment opportunities between Canada and Ukraine. In 2009, Zenon Potichny was awarded the Order of Merit, Class III, by the President of Ukraine. Presently, Potichny also serves as VP of Operations for the Ukrainian World Congress and as a Board member for the Kyiv-Mohyla Foundation of Canada.

  • Andrii Borovyk has been Executive Director of TI Ukraine since 2019. Prior to that, in 2016-2018, he worked as Deputy Executive Director. Andrii is an expert with more than 10 years of experience in anti-corruption advocacy, investment analysis, and business processes in the public sector.

    In his position as the Executive Director, Andrii has advanced the Ukrainian anti-corruption agenda at the international level and significantly contributed to enhancing worldwide initiatives for corruption elimination by participating in international events and developing working relations with representatives of international institutions. He was a member of the Reattestation Commission within the Prosecutor General’s Office (2019), and a member of the Anticorruption Prosecutors’ Selection Commission (2020). Currently, Andrii is a member of the Ethics Committee at the Ukrainian Network of Integrity and Compliance (UNIC) and a board member in the Coordination Committee of the UNCAC coalition. Andrii is one of the founders and the board member of the RISE Ukraine Coalition (since 2022).
