Alexander Komarov, Anti-Corruption Expert, European Union Anti-Corruption Initiative.

Alexander is an anti-corruption expert at the European Union Anti-Corruption Initiative (EUACI) in Kyiv, Ukraine and an Associate Professor at Ukrainian Catholic University. Prior to joining EUACI, he was a Fox International Fellow from Yale University to the University of British Columbia (2020-2021), and taught criminal law and anti-corruption at Yaroslav Mudryi National Law University in Kharkiv, Ukraine. He has worked with the UNODC to promote anti-corruption and integrity initiatives in education and institutional design. Alexander holds an LL.M. from Yale Law School (2020) and degrees from Yaroslav Mudryi National Law University (PhD in Law, 2015; LL.M., 2010; LL.B., 2010)

Serhiy Derkach, Deputy Minister for Communities, Territories Development and Infrastructure of Ukraine

Serhiy is currently serving as the Deputy Minister for Communities, Territories Development and Infrastructure of Ukraine with the primary responsibilities in directing and coordinating the formation and implementation of state policy in the following areas:

  • road transportation and road management

  • aviation transportation and infrastructure, as well as the use of Ukraine airspace

  • safety in transport

  • arrangement and modernization of checkpoints across the state border

  • technical regulations on transport

Serhiy is also responsible for the formation and implementation of the policy of preventing and combatting corruption in the Ministry. From 2015 to 2017, he worked in the Diplomatic Representation of the EU Consultative Mission on Reforming the Civil Security Sector in Ukraine, and from 2017 to 2020, he served as an expert on corruption investigations and prosecution of the EU Anti-Corruption initiative in Ukraine. From 2020 to 2023, he worked in management positions at the National Agency for the Prevention of Corruption (NACP), in particular as Deputy Chief of Staff and the Head of the Department for the Prevention and Detection of Corruption.

Roman Waschuk, Business Ombudsman in Ukraine

Roman served as Ambassador of Canada to Ukraine from 2014 to 2019, and Ambassador of Canada to Serbia, Montenegro, North Macedonia from 2011 to 2014.

Roman joined the Foreign Service of Canada in 1987. In Ottawa, he worked in the Department of Foreign Affairs and International Trade in the Eastern Europe, European Union, and Policy Planning Divisions, as well as on the Global Partnership, and the Stabilization and Reconstruction Task Force. Abroad, he worked in the Political/Economic sections of Embassies in Moscow (1988-91), Kyiv (1994-98), and Berlin (2002-2007).

Andrii Borovyk, Executive Director, Transparency International Ukraine

Andrii is an expert in business consultation, investment analysis, and business processes in the public sector. He also has professional experience working in the public sector, heading a unit at the Department for Reforms in the Prosecutor General’s Office of Ukraine; he developed strategies for reform implementation, organized conferences, and seminars for law enforcement staff members, and participated in the development of a communication platform for law enforcement.

In 2016-2019, he was the Deputy Executive Director of the organization. Since 2019, he has been its Executive Director (re-elected in 2023). Andrii graduated from the National University of Kyiv-Mohyla Academy with a degree in Economics and received a Master’s degree in Business Analysis and Consulting (Warwick Business School, Great Britain).

Juhani Grossmann, Team Leader, Green Corruption Programme, Senior Advisor, Central and Eastern Europe, Basel Institute on Governance

Juhani joined the Basel Institute in April 2020. Prior to joining the Institute, he spent nine years leading anti-corruption and good governance programmes in Indonesia. This included managing the USD 25 million USAID-funded CEGAH project, which advised 17 government agencies on their respective integrity-building efforts. The programme's 50+ tracks included internal controls and compliance, public service complaint-handling systems, court IT system integration, access to public information and financial investigations.

Juhani holds a Master’s degree in Public Management from Hertie School of Governance in Berlin, Germany as well as an MA in International Conflict Resolution and a BA in Political Science, both from Landegg International University in Switzerland.

Natalie Forsyuk, Strategic Advisor, Ukraine and Europe, CoST - the Infrastructure Transparency Initiative

Natalie is a Governance and Transparency expert in the field of Infrastructure. She worked for 12 years in a business sector as a General Manager in a Danish factory in Ukraine. Following the Revolution of Dignity, she shifted her career path towards improving Ukrainian governance. During 2016 – 2019, she became recognized as an expert in transparency, accountability, and governance in public infrastructure procurement as the CoST (Construction Sector Transparency) Ukraine country manager. In 2019, she was appointed Deputy Minister of Infrastructure, covering Road Infrastructure and Transport, as well as EU Integration and IFI-funded projects. In 2021 – 2022, she led EU integration efforts as Head of the EU integration Office in the Secretariat of the Cabinet of Ministers, coordinating a successful EU membership application despite the full-scale war with Russia, earning an award from the Cabinet of Ministers for her personal contribution.

Natalie holds a Master’s degree in Law from Ivan Franko University of Lviv, Ukraine
